【摘要】 在公立医院综合改革进程中,县级公立医院的功能定位、能力建设与能力评价研究具有重要意义。本文从规模、角色、服务三个层面对县级公立医院功能定位进行阐述;在总结县级公立医院综合服务能力现状的基础上,提出了能力建设的核心要素与关键内容;同时,对县级公立医院综合服务能力评价的重要性进行了探讨。认为县级公立医院综合服务能力评价是检验医改成效的重要依据,是健全分级诊疗、双向转诊体系建设的基础,是引导和加强县级医院能力建设的指挥棒。更多还原

【Abstract】 It plays important role on studying county public hospital’s function,capacity building and assessment in general public hospital reform.In aspects of scale,role and service,county public hospital’s function is discussed.Based on the status quo of general medical care capacity in county public hospital,the core factors and key contents of capacity building are presented and the importance of capacity assessment is also discussed.It is considered that capacity assessment is an important reference for evaluating healthcare reform and the base of building hierarchical medical system,dual reference system and the vane of capacity building.更多还原
