【摘要】 针对由于评价指标难以量化和缺乏有效评价方法造成的科技人员能力难以评价问题,本文在进行科技人员评价指标设计基础上,通过综合运用阿米虫图(ATSI)和晴雨表图(BTS)来构建科技人员的针对性评价模型。通过ATSI图和BTS图的绘制,不仅能有效地将科技人员的评价与其他员工的评价区分开来,体现科技人员的技术价值,同时也能够直观地展现科技人员在每一项指标的表现情况,实现动态、量化的针对性评价。更多还原

【Abstract】 The correct evaluation of scientific personnel in State-owned Enterprises is an important task of training,using and selecting,this paper constructed an evaluation model which includes four basic dimensions and 36 indexes,including professional ability,job performance,knowledge level and professional ethics. Helping by the ATSI and BTS,we studied the expression of evaluation results,and verified the model by the situation of a state-owned enterprise.
