【摘要】 海洋功能区划是海域综合管理的重要手段,海洋功能区划的兼容性问题是海域使用管理中面临的较为常见的问题之一。海洋功能区划兼容性的本质是海域使用方式间的协调,具有方向性、条件性等特征,海洋功能区划兼容性判定时应遵循区划目标优先、区划管理要求优先、维护基本功能优先及基本功能开发优先等四个原则。建立用海方式兼容性判定对照表,为用海项目审批和海洋功能区划体系发展可提供技术支撑。更多还原

【Abstract】 MFZ(Marine Function Zoning)is an important measure for marine management,and is a common problem facing compatibility judgment in MFZ study.This paper argues that the essence of compatibility in MFZ is a reflection of coordination in different types of sea use.There are four principles to adhere to in compatibility judgment,i.e.giving priority to the MFZ objective,management requirements,basic maintenance functions,and the development of the primary function.The comparative table on the compatibility judgment for sea area use is drawn up,which could provide technical supports for approval of sea area using projects and development of the marine function zoning system.更多还原
