【摘要】 基于内蒙古锡林浩特市的牧户调查访问数据,定量分析了草原生态保护补助奖励机制实施以来牧户家庭的牲畜变化情况、牧户家庭的收支结构及其变化,并结合定性分析阐释了牧民对该政策的满意度及政策落实后对牧民生产生活影响的感知,剖析了草原生态补助奖励机制落实中的问题并提出五点对策:(1)强化建立草原生态保护补助奖励长效机制和递增机制;(2)加强禁牧区和草畜平衡区的生态监测并建立动态调整机制;(3)加大对后续产业发展投入力度,推进草原畜牧业升级转型;(4)加快建立健全生态补奖机制的相关配套政策;(5)加紧相关法律制度建设并加强草原监管职能。更多还原

【Abstract】 Based on the survey data of herdsman in Xilinhot,Inner Mongolia.The changes in livestock and the structure and changes in the balance of payments of household were mainly analyzed quantitatively since the implementation of grassland ecologic grant-premium mechanism.The satisfaction to the policy from household and the effects of the policy on the lives of herdsman were explained combined with qualitatively analysis.According to the analysis above,there were 5suggestions:(1)establishing the long-term and incremental mechanism of grassland ecological subsidy incentives;(2)strengthening ecological monitoring of grazing and livestock balance areas,establishing a dynamic adjustment mechanism;(3)increasing investment in industrial development and promoting the transformation of grassland animal husbandry production;(4)establishing and improving the ecological complement award mechanism related policies;(5)intensifying the construction of legal system and strengthening the regulatory functions of grassland.更多还原
