【摘要】 2012年是"十二五"期间承上启下的关键之年,延安市委就此确定了建设生态延安的目标。通过几年的推进,延安的生态建设取得了一定的成效,但其薄弱环节仍然不容忽视,比如生态延安的观念还未完全成为全体市民的共识;退耕还林还草后,群众增收与城市粮食安全如何保障;相关保障机制亟需进一步完善等等。生态延安建设能否顺利推进关键在于构建切实可行的生态延安建设的社会保障机制。构建生态延安建设社会保障机制的具体措施包括提高群众生态意识、提高居民收入、完善生态规划体系、转变现有生产和生活模式、强化科技投入。更多还原

【Abstract】 2012 was a crucial year during the"Twelfth Five- Year Plan",and Yan’an Municipal of the CCP determined the ecological goals. Through years of promoting,ecological construction of Yan’ an achieved some success,but its weak still can not be ignored,such as the concept of ecological Yan’an has not completely become the consensus of the whole community; after returning farmland to forest and grassland,how to increase the masses’ income and protect urban food security; the relevant security mechanisms need further improvement and so on. The Key is to promote of Yan’ an ecological construction is to build feasible social protection mechanisms of Yan’ an ecological construction,such as improving the ecological consciousness of the masses,increasing income,improving the eco-system planning,changing the existing mode of production and life,and strengthening scientific and technological input.更多还原
