基于DEA-Tobit模型的西部地区乡镇卫生院效率分析

【摘要】 目的分析2008—2013年西部地区乡镇卫生院的投入和产出情况,探索乡镇卫生院卫生资源利用效率的影响因素,为提高乡镇卫生院医疗服务运行效率提供支持。方法结合问卷统计数据,运用DEA方法BCC模型研究纯技术效率和规模效率对综合效率的影响,同时运用Malmquist指数模型测算6年来样本卫生院全要素生产率的变化情况,运用Stata软件中Tobit回归模型,得出影响乡镇卫生院效率的因素。结果 2008—2013年以来,样本乡镇卫生院综合效率提高了15%(2008年0.687,2013年0.837),规模效益呈现递减趋势;全要素生产率指数平均值1.14,技术进步指数平均值1.109,技术效率变化指数1.032。结论样本卫生院资源利用率不高,需要提高自身管理水平,解决投入过剩和产出不足问题;卫生院生产率提高主要依赖外部技术进步,应该提高自身技术效率。

【Abstract】 Objective To analyze the input-output efficiency of the township health centers and to explore the impact factors of efficiency in Western districts from 2008 to 2013. Methods Using data of township health centers coming from questionnaires to measure the changes of total factor production efficiency by Malmquist Index Model of data envelopment analysis and the function of both technical efficiency and scale efficiency on comprehensive efficiency by BBC Model. Tobit regression methods by Stata software is used to find the influence factor. Results From 2008 to 2013, the comprehensive efficiency of sample township health centers has improved by 15%. The scale efficiency shows the decreasing trend. Malmquist productivity Index was 1.14,technical improvement index was 1.109 and average technical efficiency index was 1.032. Conclusion The health resources utilization efficiency of sample township health centers was low,the township health centers should improve the self-management level to solve the problem of input surplus and output deficiency;the change in the total factor productivity was positively affected by technical progress.
