【摘要】 中国农村公共品单纯依靠政府供给存在比较大的缺口,需要发挥社会力量进行补充。农民创业者与村庄的特殊关系,使之有可能成为村庄公共品的重要提供者。在经典计划行为理论的基础上,将个体心理特征、供给项目特征、家庭和村庄关系以及供给制度环境等因素纳入模型,建立以供给行为态度和供给行为控制为维度的农民创业者村庄公共品供给意向二维平面图,对农民创业者村庄公共品供给行为进行分析,结果表明,农民创业者比其他群体更容易受到村庄公共品供给的激励,但其供给行为是否发生的关键还在于对公共品项目的预期收益和实施难度。因此,肯定农民创业者村庄公共品供给的行为,通过补贴等方式降低公共品供给难度应成为政府政策的着力点。更多还原

【Abstract】 In China,the supply of village public goods by the government is seriously inadequate,so to get supply from other social sources is necessary. The special relationship between farmer entrepreneurs and villages makes it possible that farmer entrepreneurs can be important suppliers of village public goods. Based on the classic theory of planned behavior,factors like involving individual psychological characteristics,the features of supply projects,family and village ties as well as the institutional environment of supply are taken into the model,and a two- dimensional graph is pictured on the supply intention of farmer entrepreneurs to supply village public goods by taking supply behavior attitude and supply behavior control as the dimensions. An analysis is made on farmer entrepreneurs’ supply behavior of village public goods,and the results show that farmer entrepreneurs are more likely to be encouraged to supply the village public goods than other groups. However,whether the behavior will happen depends on the expected benefits and the implementation difficulty of the projects. Therefore,the government should approve farmer entrepreneurs’ supply behavior of village public goods,and focus on reducing the difficulty of public goods supply by providing subsides.更多还原
