【摘要】 目的通过分析绵阳地区基层医疗卫生机构的资源配置及其公平性,为科学、合理地调控配置资源提供参考依据。方法运用基尼系数(GINI)对反映绵阳地区基层医疗机构资源配置状况的重要指标进行分析研究。结果资源配置中,卫生人力、床位、固定资产指标逐年增长,机构配置略有减少,地域及人口配置指标基尼系数值显示基本公平。结论各级政府和管理部门应按照标准,遵循均衡分布原则,引导资源的合理配置,对基于人口分布的机构进行配置调整,使之更加趋于合理公平,以期实现均衡与高效的目标。更多还原

【Abstract】 Objective The paper aims to provide reference basis for the scientific and reasonable regulation and allocation of resources through analyzing the resource allocation and its fairness of basic medical and health institutions in Mianyang. Method Gini coefficient is used to analyze and study the important indicators reflecting the status of resource allocation in basic medical institutions in Mianyang. Result Among the resource allocation indicators, those of health manpower, sickbed, and fixed assets are increasing year by year, institution allocation has slightly decreased, and the allocations of region and population are shown basically fair by the Gini coefficient values. Conclusion Governments at all levels and regulators should abide by relevant standards, follow the principle of balanced distribution, guide the reasonable allocation of resources, and adjust the allocation to population distribution-based institutions to make it more reasonable and fair, with a view to achieve the goal of balancing and high efficiency.更多还原
