【摘要】 从分析京津冀城市安全面临的四大挑战出发,探讨了警务挑战背后的警务格局,提出了警务治理逻辑转型和警务供给改革的思考方案,最后为警务社会化服务京津冀城市安全建设提出建议。由"安全民心"缺失展开,指出了传统警务"围墙治理"和单主体治理的问题,提出了开放治理和双主体治理的理念,倡导增加警务社会供给,推动新型警务社会化建设。警务社会化服务京津冀城市安全建设建议包括:构建统一的警务社会化市场,以项目制推动警务社会化合作开展,建立统一的警务社会化职业标准,构建合法规范的竞争运行机制和建设与公安机关良好关系。更多还原

【Abstract】 The author, from the analysis of four major challenges facing Jing-jin-ji city security, briefly discusses the policing pattern behind the policing challenges, proposes the thinking plan of policing governance logic transformation and policing supply side reform, and points out five suggestions for the construction of policing socialization service of Jing-Jin-Ji city security. In the paper from the lack of "security heart", the author points out the traditional policing "wall governance" and the issue of single subject governance, proposes the concept of open governance and dual governance, advocates to increase social supply of police affairs, and promotes new policing socialization construction. The suggestions include: construction of a unified police social market, promoting the cooperation of police socialization with project system, establishing a unified professional standard of policing socialization, construction of the legal norms of the competitive operating mechanism, and construction of good relations with public security organs.更多还原
