【Abstract】 Enterprise R&D institutions are the important carriers for enterprises to gather innovation resources, carry out technological innovation and reinforce industry-university- research cooperation. It is an effective measure to enhance the capability of independent innovation and accelerate the implementation of innovation driven development strategy.
