【摘要】 目的分析珠海市职业卫生技术服务市场以及职业卫生技术服务质量状况,为政府对市场和机构的监管提供建议。方法采用市场分析法,从需方、供方、行政监管三个方面分析珠海市职业卫生技术服务市场的现状和存在问题。结果珠海市存在有毒有害企业3 263家,接触职业病危害因素劳动者8.8万人,全市备案登记的职业卫生技术服务机构达30家,但实际开展职业卫生技术服务不足20家;2015年定期检测1 086家职业病危害程度较重以上企业,占全市职业病危害较重以上企业总数的80.68%;近3年累计完成现状评价149个职业病危害严重企业项目,占全市职业病危害严重企业总数的59.84%;但技术服务质量问题较为突出,发现不合格项97个。结论目前对职业卫生技术服务机构缺乏实质性监管,企业职业病防治主体责任有待进一步加强。更多还原

【Abstract】 Objective To analyze the occupational health technical service market and the quality of the service in Zhuhai City so as to provide some suggestion for the government to supervise the market and the institutions. Methods Using the method of market analysis,we analyzed the current situation of the occupational health service market and the existing problems in Zhuhai City from the aspects of buyers,suppliers and the administrative supervision. Results There were 3,263 virulent and harmful enterprises in Zhuhai City,and 88,000 workers were exposed to the occupational hazardous factors. Although there were 30 registered occupational health technical service organizations in the whole city,the number of occupational health technical service organizations providing the occupational health technical service was less than 20. 1,086 enterprises with extremely severe occupational hazards were regularly detected in 2015,accounting for 80.68% of the enterprises with extremely severe occupational hazards in the city. The current status of 149 projects from the enterprises with serious occupational hazards was cumulatively evaluated during the recent 3 years,accounting for 59.84% of the enterprises with serious occupational hazards in the city. The problems about the quality of technical service were prominent,and 97 items were found to be unqualified. Conclusions The authority is void of substantial supervision on occupational health technical service institutions at present; and hence,enterprises should further strengthen the sense of responsibility for occupational disease prevention and treatment.更多还原
