【摘要】 为积极响应习近平总书记提出的"供给侧结构性改革"要求,提高我国体育公共服务的水平,需要学习和借鉴世界体育发达国家的经验。本研究以美、英、德、澳、日、韩6国的体育公共服务体系为研究对象,分析各国体育公共服务体系的特点,每个国家分别选取有代表性的制度创新点进行深入的案例分析,发现各国制度创新具有一定的规律和特点:组建联合工作机构的机构创新、明确指标和目标的计划创新、适度市场化管理和放权的体制创新、开放学校体育设施和充分利用综合性设施的平台创新、面向特殊群体开展差异化分众服务的内容创新、基于前期调查+跟踪评价的数据调查制度创新等。进而提出以完善的计划引导支持制度创新、购买供需匹配的体育公共服务、加快法人化进程发挥民间社团作用、优化购买环节使公共服务落地、提供分众服务满足多样化需求、选择定量定性指标进行跟踪评价等6项适合我国现阶段国情的可行性建议。更多还原

【Abstract】 In order to respond to the"Supply-side Structural Reform "proposed by President Xi Jinping,we should promote the development of public sport services systems in China and learn from the experiences of the developed countries. Focusing on 6 countries including United States,Britain,Germany,Australia,Japan and South Korea,this paper analyzes the characteristics of public sport service systems in developed countries. For each country,representative system innovations have been selected to carry out case study. Some rules and features have been found in the system innovations in these countries,e. g. the institutional innovations of forming a joint working mechanism,the plan innovations of clarifying indicators and targets,the organization innovations of appropriate market management and decentralization,the platform innovations of opening school sport facilities and taking full advantage of comprehensive facilities,the content innovations of carrying out differentiated services for special groups,and the survey innovations of tracking data and conducting evaluations based on preliminary investigations,etc. On this basis,the following six feasible suggestions for the public sport service system innovation suited to China’s current national conditions have been proposed. We should support system innovations by complete plans,purchase public sport services in line with demands,speed up the legal process to make full use of social organizations,improve the purchase links to make public services practical,provide differentiated services to meet diverse needs,monitor and evaluate the effects by use of quantitative and qualitative indicators.更多还原
