【摘要】 亚行贷款公路项目移民安置外部监测评估主要是聘请独立的机构对移民安置活动进行定期的监测与评价,以检验是否达到移民计划安置的目标。外部监测评估分外部监测、内部监测;总体依据包括亚行政策及中国的相关法律及政策;与移民监测评估相关的主要组织机构有:亚行、项目业主/实施机构、移民实施机构以及外部监测评估机构;移民安置监测评估工作的指标体系来自经过批准的移民安置计划。监测评估活动是以项目安置机构提供的计划和实施数据为基础进行的。目前,我国的外部监测评估存在若干问题,需要采取一定的措施应对,最终构建起符合亚行政策与国情的移民安置外部监测评估体系。更多还原

【Abstract】 ADB loan road project resettlement external monitoring and evaluation is to hire an independent resettlement institution to engage regular monitoring and evaluation,which can verify whether the resettlement can achieve the target of immigrant resettlement plan or not.External monitoring and evaluation concludes external monitoring and internal monitoring.Its overall basis includes ADB policy and China’s relevant laws and policies.Major organizations associated with migration monitoring and evaluations are:ADB,the project owner/implementing agencies,resettlement implementing agency and external monitor assessment agencies.Indicator system of monitoring and evaluation are from the ADB-approved resettlement plan.Monitoring and evaluation activities are based on the plan and implementing data of resettlement agency.Currently,there are a number of issues of external monitoring and evaluation which need take certain measures to deal with.Ultimately,we can build up a external monitoring and evaluation system in line with ADB’s policies and conditions of resettlement.更多还原
