【Abstract】 In Rural grass-roots legal construction is weak in basis,the legal operating mechanism is incomplete and it is scarce in legal governance ability of grass-roots cadres.It is limited in the village regulations and non-governmental regulations,which becomes the major factors to influence and restrict the improvement of rural legal government at this stage.Only if we adopt corresponding measures and gradually eliminate or remit adverse factors,we can improve legal governance level of rural grass-roots to a higher layer and promote legalization of China.更多还原
