【摘要】 上海浦东华夏社区创造了一种基层社区横向秩序协调机制,即协商式治理的经验模式。这种模式在现有社区格局基础上,构建社区协商式治理的平台,在社区精英的主导下,社区相关利益方多元参与社区公共事务的决策和公共服务的供给,实现社区多元共治。这种社区协商式治理的模式既符合十八届三中全会提出的国家治理体系和治理能力现代化的总目标,也是中国特色民主建设的生动实践。同时,由于社区协商式治理模式是一种增量改革,且现有的社区组织和精英是推动该模式广泛推广的可依托的社区主导领导力,因此,这种基层社区协商式治理模式具有较大的可推广性,是未来中国基层社区治理的可行模式。更多还原

【Abstract】 The author emphasized on the issue of integrating resources and coordinating interests in the context of diverse stakeholders and decentralized resources in grassroots community.From the perspective of the theory of Deliberative Democracy and Governance,the author takes Huaxia Community in Pudong as a case,which undertakes the reform task of community governance,and indicates that it has created a coordination mechanism of transverse powers order in grassroots community,which can be named’Deliberative Governance’.In this model,the existing pattern of the community is retained,the deliberative governance platform of community is built,and the stakeholders of community are participating in decision-making in community public affairs under the guiding of the community elite.This model is consistent with the overall goal of the modernization of national governance systems and governance capacity proposed by the Third Plenary Session of the eighth,and is also a lively practice democratic construction with Chinese characteristics.Meanwhile,as the community Deliberative governance model is an incremental reform,and existing community organizations and elites can be the guiding leadership during the spread of this model,this community deliberative governance model has a larger generalization,and is a viable model of Chinese grassroots community governance model in the future.更多还原
