【摘要】 在分析辽宁水资源开发利用存在的问题及全省水资源优化配置方案的基础上,构建了适合于辽宁省的水资源合理配置评价指标体系,从社会、经济、生态环境、效率和开发利用等5个方面对全省水资源优化配置方案进行了评价,并对优化配置方案实施后各市水资源与当地经济社会环境协调度进行了分析。结果表明:尽管水资源优化配置方案使全省水环境承载力得到显著提升,为全省经济社会的协调、可持续发展奠定了基础,但沈阳、朝阳、阜新、锦州等8个市仍不能从根本上解决水资源短缺问题,还必须进一步加大节水投入力度,提高水的利用效率,才能使有限的水资源与当地经济社会环境协调发展。更多还原

【Abstract】 Evaluations on optimized allocation of water resources and its coordinated degree with local economic and social and environmental conditions in Liaoning Province are conducted based on findings of problems with water resources development and utilization. An indicator system that adopts to local condition is set up and employed for assessment from five aspects of society, economy, ecology, environment, efficiency and development and utilization. The results demonstrate that optimized water allocation plan can greatly enhance bearing capacity of water environment and lay the foundation of harmonized and sustainable development, but eight cities including Shenyang, Chaoyang, Fuxin and Jinzhou will still face water shortage if they fail to increase water use efficiency as well as input for water conservation.更多还原
