【摘要】 通过合理界定公共资本内涵及统计范围,运用永续盘存法、"年龄—效率"函数谨慎测算1985~2013年中国省际生产性公共资本存量,并基于数据包络分析法探讨公共资本投入效率的变化趋势、区域差异及影响因素。结果表明:公共资本投入效率自1993年以来显著提升,并逐步替代技术进步成为劳动生产率增长的首要来源;沿海地区公共资本存量处于全国领先水平,长江中游、西南和黄河中游地区公共资本投入效率增速相对较快,西北地区公共资本规模及效率增速均处于落后状态;财政分权与公共资本投入效率增长呈显著正相关。更多还原

【Abstract】 Based on the perpetual inventory method and age-efficiency patterns,China’s provincial productive public capital stock are evaluated from 1985 to 2013.Furthermore,the variation trend,regional difference and influence factors of input efficiency of public capital are investigated by data envelopment analysis.The results show that the input efficiency of public capital increased dramatically after 1993 and became the first source of labor productivity growth over technological progress.In addition,the public capital stock in coastal regions ranks the national leading level.The growth rates of input efficiency of public capital in the middle of Yangtze River,southwest and the middle of Yellow River are fast.Fiscal decentralization is positively associated with the growth rate of input efficiency of public capital.更多还原
