【摘要】 在"一带一路"战略构想提出后,我国经济发展步入新常态,区域对外开放面临新的机遇,尤其是西部地区作为国家向西开放战略实施重点,通过加快互联互通、大通关和国际物流大通道建设,扩大内陆和沿边开放,积极走进国际市场,参与全球竞争,主动适应新常态。本文从经济、文化、社会、政策这四个方面建立对外开放度测算指标体系,采用主成分分析法和加权平均法,分别从时间和地域尺度上对西部地区的对外开放度进行测算和比较,最后根据测算结果分析各区域的对外开放发展趋势,为扩大对外开放格局提出相关建议。更多还原

【Abstract】 After all the way in the "area" strategic concept put forward, the economic development of our country enters the new normal, area opening to the outside world is facing new opportunities, especially in the western region open to the west as a national strategy implementation, by speeding up connectivity, customs clearance and international logistics channel construction,greater openness in the hinterland and border areas, actively into the international market, participate in global competition, take the initiative to adapt to the new normal. This article from the economic, cultural, social,policy, these four aspects growingly opened measurement index system, using principal component analysis and weighted average method, respectively, from the time of the western region and regional scale growingly opened is calculated and compared, the results show that since 2000 in the western region overall growingly opened at a steadily rising stage, in the western region’s12 provinces(autonomous regions), the degree of opening to the outside world each have differences, appear unbalanced development situation: openness to inland chongqing, sichuan optimal; Followed by the historical and cultural province of shaanxi and off the coast of guangxi, yunnan open high degree; Tibet, xinjiang, Inner Mongolia, guizhou, ningxia, gansu centered comprehensive openness in six provinces, but in the economic, cultural, social, policy under different influencing factors, such as the openness of each have an advantage;Growingly opened in qinghai and other provinces in the western region has a certain gap.
