【摘要】 本文针对七个碳排放权交易试点和全国统一的碳排放权交易市场建设,总结梳理了当前面临的主要问题,分析了在碳排放权交易市场建设过程中所面临的技术需求,提出了集标准、计量、监测、核证为一体的碳排放交易的技术与标准支撑体系建设过程中需要重点开展的主要工作建议。为主管部门针对重点排放行业的碳排放监管提供有效的抓手,促进企业制定目标更加明确的温室气体减排战略,提高企业温室气体排放管控能力,减少其温室气体排放,为我国的温室气体减排目标的实现提供保障。更多还原

【Abstract】 In this paper, according to the progress of seven pilot of carbon emissions trading and the construction of a unified national carbon emissions trading market, the main problems and challenges currently facing are summarized, the technical requirements in the carbon emissions trading market construction process are analyzed, support system of technology and standards including standard, measuring, monitoring, and certification for trading carbon emissions are proposed. It is aimed to provide an effective starting point for carbon emission regulatory for the national administrative authorities, to encourage enterprises to develop more targeted greenhouse gas reduction strategy, enhance their ability to control greenhouse gas emissions, reduce their greenhouse gas emissions, and provide support to achieve national carbon emission targets.更多还原
