【摘要】 本文在总结梳理了我国实施多年的单位产品能耗限额系列标准的作用和效果的基础上,重点分析了在我国开展重点行业单位产品温室气体排放限额标准的现实需求,提出了相关标准的制定工作建议。其中重点探讨了我国拟开展的重点行业单位产品温室气体排放限额标准与现行的单位产品能耗限额系列标准的联系与区别,为主管部门针对重点排放行业的碳排放监管提供有效的抓手,促进企业制定目标更加明确的温室气体减排战略,减少其温室气体排放,为我国的温室气体减排目标的实现提供保障。更多还原

【Abstract】 This paper surveys the long-term implementation experiences and effects of the serial standards of the energy consumption per unit product in China. In particular, the practical needs of the green house gas emission allowances for the key industrial enterprises are analyzed. Based on these, suggestions are proposed on the development of the standards. The differences and connections between the present standards of the energy consumption per unit product and future standards of greenhouse gas emission allowances in key industries are discussed. The proposal is provided to the administrations with helpful guidelines and to promote enterprises to establish the more clear GHG emission reduction strategies. These suggestions will support the achievement on the GHG emission reduction goals in China.更多还原
