【Abstract】 In the age of data economy,it is determined by externality character of data that more values and utilities can only be generated from an open,free flow and integrated data environment.Nowadays,policies on data sovereignty and disputes of jurisdiction among countries are rising in the trend of data globalization.Policies on cross-border data flow are ready to be redesigned around the world.In this context,China’s policies on cross-border data flow should follow the rules of data economy,catch the right trend of global industries competition and policies evolution,realize the capability of China’s IT industry and its development objectives,draw a red line of national security and cyber security,accomplishing the goal of coordination with economic development,national security and civil rights,and achieving the development of data economy and data sovereignty.更多还原
