【摘要】 2014年以来,我国各高校根据教育部《高等学校学术委员会规程》,结合实际制定学术委员会章程、重建校学术委员会,但至今学术委员会还难以有效嵌入到学校已有的治理结构之中发挥应有的作用,甚至在一些高校学术委员会还只是徒有形式。本文以我国30所高校的学术委员会章程为样本,通过章程文本分析、走访和问卷调查,分析了影响学术委员会有效运行的因素。同时提出提升学术委员会运行有效性的策略:细化政策,保障学术委员会的相对独立性;结合实际制定个性化章程,避免千校一面;探索"师生治学"机制,体现共同治理;完善运行机制,加强自我约束。更多还原

【Abstract】 In regard of the current situation that, since the formulation of Regulations of Academic Committee in Colleges and Universities issued by the Ministry of Education, academic committees in colleges and universities in China are not playing the corresponding role while among the educational circles, confronting questions and challenges, directing its practical and genuine function in the governance system, this paper, grounded upon the analysis of 30 academic committee regulations of different universities, interviews, surveys and questionnaire, presents the opinions, that the improvement of its effectiveness rests with the formulation of targeted characteristic regulations, and that the establishment of joint management by the faculty as well as the students needs to perfect its functioning mechanism,to be strengthened to optimize its operating environment, to guarantee its independence and to enhance its self-discipline.更多还原
