【Abstract】 In the period of comprehensively deepening reform, the capacity of governmental education faces new challenge.Power decentralization greatly inspired academy’s innovation enthusiasm. In terms of reality, there is a tension between governmental governance and academy innovation, which outstandingly reflected as the confliction between administrative regulation and cross-border innovation. Rethinking the two behaviors to realize the balance could be of considerable significance to the realization of modernization goals of education governance.更多还原
