【Abstract】 Ever since the issue of the National Medium and Long- term Plan for Education Reform and Development,Shaanxi Radio and TV University has been committed itself to transformation and development,exploring a new way toward the establishment of Shaanxi Open University. The introduction of The Opinions on How to Run Open Universities Well by the Ministry of Education has brought new opportunities and police basis for the building of local Open Universities. Confronted with new situations,Shaanxi Radio and TV University is obliged to further define a clear orientation from the dimension of the policy,clarify cross relations from the dimension of the system and pinpoint the direction from the dimension of the reality,so as to adapt itself to new demands.更多还原
