【摘要】 页岩气开发方兴未艾,但其会带来新的环境问题,尤其是开发技术中压裂液的使用后果最令人担忧。强制披露有重大环境风险的压裂液信息是防患于未然的一种应然选择。开发企业不应以涉及商业秘密为由拒绝披露包括压裂液构成在内的相关信息,而应在支持开发和环境保护之间找到信息披露的平衡点。我国应当重视并制定针对页岩气开发压裂液信息披露的法规,借鉴页岩气开发先进国家的经验,着重从强化原则、细化规则、优化体系和硬化奖惩等方面,构建我国的压裂液信息公开制度。更多还原

【Abstract】 The development of shale gas is in the ascendant,however,it would bring new environmental problems. The greatest concern is the consequences of use of the fracturing fluid. It is the inevitable choice to disclose the risk of the fracturing fluid to nip in the bud. The development enterprise should not refuse to disclosure related information for trade secret protection reasons,the information includes the composition of the fracturing fluid. The development enterprise should find a discloure balance between support development and environmental protection. China should make up developed regulations for information disclosure of shale gas fracturing fluid. The author suggests to draw lessons from the experience of advanced countries in shale gas development to build the information disclosure system of fracturing fluid information focusing on four aspects,including strengthening principle,detailed rules,optimize the system,hardening rewards and punishments.更多还原
