【摘要】 以我国典型城市挥发性有机物(VOCs)的治理政策文件为基础,概括总结了北京、上海、广州等城市和地区的VOCs治理历程以及所取得的成效,梳理了他们的VOCs防治经验,形成了可供我国其他城市进行VOCs防治工作借鉴的宝贵经验。同时,还基于我国大部分城市VOCs排放治理的现状,分析了当前VOCs治理过程中存在的一些问题。针对这些问题,分别从近期、中期、远期要做的VOCs防治工作以及当前迫切需要解决的VOCs防治难题入手,提出了八条VOCs管控建议,供有关部门参考。更多还原

【Abstract】 Volatile organic compounds( VOCs) are nowadays key substances that being concerned for air quality management in China. Many cities have already established sophisticated management frameworks regarding VOCs prevention and control.Based on existing control measures and policy documents from several typical Chinese cities like Beijing, Shanghai and Guangzhou,we studied the development process,performances from their air quality management and sum up their experiences to provide reference for other cities in China. Meanwhile,some current issues regarding VOCs prevention and control were presented by analyzing the existing practices in China. Accordingly,eight recommendations addressing short-,mid- and long- term efforts were proposed.更多还原
