【摘要】 建设世界一流大学和一流学科是推进我国教育事业长远发展、提升国家核心竞争力的重大战略选择。在我国现行高等教育经费制度下,合理安排研究投入并提高产出质量,是实现一流大学和一流学科建设目标的关键。文章借鉴英国高等教育机构研究经费拨付制度,基于REF2014的研究投入与产出数据,对2008—2013年间英国高等教育研究投入整体规模、学科分布以及学校分布的特点进行了分析;与此同时,对多个研究投入变量所产出的影响进行了实证检验,检验结果显示,研究投入整体规模、投入的稳定性、政府投入总量、非政府投入总量对不同学科的研究产出有不同影响。在此基础上,针对我国一流大学和一流学科建设的研究投入策略提出了相应建议。更多还原

【Abstract】 Building world- class universities and disciplines is a strategic choice. It promotes the long- term development of education and enhances the core competitiveness of China. Under current higher education funding system in China,reasonable arrangements for financial investment and improving output efficiency could be the key for building world- class universities and disciplines.Based on REF2014 data and analysis for the research funding system of HEFCE,this article first explores the features of research input for higher education from2008 to 2013 on the overall size and distribution among different subjects and universities of UK. After that,this paper does an empirical test of the impacts from sorted research input factors on research outcomes. Findings illustrate that various factors could affect different disciplines and universities divergently,such as overall size of research input,stability of research input,overall size of research input from government and overall size of research input from non- government organizations. On this basis,the article provides suggestions on research input strategy for building world- class universities and disciplines in China.更多还原
