【摘要】 本文梳理了民族地区发展农村专业合作组织的必要性,并在此基础上,提出了其发展实践中所存在的能人困境;分析了能人困境的基本表现和产生原因;并以湖北省长阳县的实证调查为基础,对如何突破专业合作组织发展中的能人困境给出了政策建议,即加强民族地区农村乡土人才培养、加强农村科学普及工作、搭建民族地区乡村人才交流平台、促进基层政府职能转变。更多还原

【Abstract】 This paper clarifies the necessity of developing the rural professional cooperative organizations in minority areas,and on that basis puts forward dilemma faced by homo habilis in development practices. Meanwhile,the basic features and reason of the dilemma is analyzed. On the basis of empirical investigation of Changyang county in Hubei province,this paper gives some recommendations,such as enlarging the rural talent training in minority areas,strengthening the science popularization in the countryside,building rural talent exchange platform in minority areas,promoting the change of government function and so on,to break through the specialized cooperative organization development’s for homo habilis dilemma in the rural minority areas.更多还原
