【Abstract】 This paper discussed the selecting principle of the innovation ability evaluation indexin provincial agricultural scientific research institutes,constructed the evaluation index system from the basic science and technology innovation ability,science and technology innovation investment,science and technology innovation output ability,and transformation ability of scientific research achievement,and put forward the calculation method.
