【摘要】 本文以时间顺序系统梳理外国与世界自然基金会以效用价值和成本收益理论为指导的两大生态效益补偿定价政策及执行效果、模型与价值评估方法及影响因素,总结森林资源保护制度中森林生态效益补偿定价的理论与方法。包括森林非木材林产品价值的森林生态效益补偿综合定价模型具有市场可操作性,且适用于多种产权特征、多种用途的森林生态效益补偿定价,中国制度中引入该模型能够起到在发展林区经济的同时保护森林资源的作用。更多还原

【Abstract】 Current policies of forest resources protection in China do not take the compensation of ecological benefit towards timberland proprietors’ economic loss into account. Without the theoretical fundament,pricing model and influential factor of compensatory pricing in terms of forests’ ecological benefit,necessities and public services’ equalization of dwellers in timberland cannot be ensured. Accordingly,this paper compiles two pricing compensation policies and their corresponding performance,pricing models and evaluation approaches as well as influential factors of America and World Wild Fund for Nature under the instruction of utility value and cost utility theory to conclude theories and methods of compensation pricing of forest ecological benefit in institution of forest conservation. Synthetically pricing model of forest ecological benefit concerning the value of non-timber products are involved in the conclusion. If the model,which can be applied to the compensation pricing of forest ecological benefit with either multiple characteristics of property rights or multiple functions,is applied in China,the balance between the development of timberland economy and the conservation of forest resources will definitely be achieved.更多还原
