【摘要】 在组织与环境的关系中,对NGO组织行为影响最大的因素是资金。如何解释NGO组织在资金获取能力方面存在较大的差异?哪些因素决定了NGO组织的资金获取能力呢?本文结合组织社会学以及社会运动理论,以中国艾滋领域NGO的资金与组织的定量数据为基础进行实证分析,从资源依赖关系、制度环境,以及组织能力因素等方面来分析影响NGO组织获取资金的能力。研究结果发现,组织能力,NGO组织身份和以当地政府官员对NGO组织的认知态度为基础的制度环境对NGO组织的资金获取能力有重要的影响。但是NGO组织与政府的关系好坏对NGO组织的资金获取能力的影响并不显著。本文认为,NGO组织需要通过加强自身能力建设来提高资金获取能力。其次,制度环境对NGO组织的发展也有重要的作用。第三,NGO组织登记注册制度的转变能促进草根NGO和GONGO组织在同一起跑线上竞争和发展,这也有助于促进整个非政府部门的规范化和良性发展。更多还原

【Abstract】 Financial resources have a huge impact on NGOs’ behavior. How to explain why some NGOs have larger financial resources than others? What factors influence NGOs’ fundraising capacity? This article combines theories from sociology of organization and social movement studies and develops a theoretical framework based on the perspectives of resources dependency,institutional environment and organizational capacity to explain NGOs ’fundraising capacity. The research finds that organizational characteristics,such as organizational vitality,size and age,have significant positive effects on NGOs’ fundraising capacity. Local officials’ attitudes toward NGO also have a significant impact. In addition,being a grassroot NGO has a negative effect. The results show that strengthening NGO’s organizational ability is very important to enhance NGO’s fundraising capacity. Improving institutional environment and the NGO registration system will also help the NGOs,especially the grassroot NGOs,to develop better fundraising capacity.更多还原
