【Abstract】 In the historical context of the great transformation of population problem, both the big country population concept and population management are needed to keep pace with the age. With the situation of low birth rate and fast aging population, China is going into an age of painful population debt and payment. The destroyed fertility ethics and culture are to be rebuilt desperately. The great national rejuvenation of China needs to reshape the big county population concept and construct a friendly birth sustainable society. Population policy reform should be based on human rights, containment, friendliness, encouragement, foresight, and development.
