【Abstract】 This article uses the concept of Economic Participation to sort out the historical process of labor relations in Western countries. The author argues that since Sidney Webb & Betrice Webb put forward Industrial Democracy from a Unionism perspective, it shows a relatively narrow vision and obvious ideological features. The "Industrial Citizenship" concept put forward by T.H Marshall does not dominate in his famous citizenship system; while Thomas Janoski uses Participatory Rights that is equivalent of Right-Duty to extend Sidney Webb & Betrice Webb’s industrial democracy and make up for the deficiencies of Marshall’s citizenship rights thinking.更多还原
