【摘要】 传统的公共资源交易监管体制存在着部门决策监管办一体化、职权冲突、操作规范不统一的弊端。为有效规范公共交易市场,地方上进行了许多有益探索,公共资源交易监管体制改革取得了积极的成效,但同时也面临发展困境亟需破解。因此,必须进一步加强改革的力度和深度,注重改革的法理解构,把建立统一规范的公共交易中心作为改革的目标与路径,有力推进交易体制和监管体制的双重改革。更多还原

【Abstract】 There exist many drawbacks in the traditional public resources trade regulation system: the unified management of decision- making and supervision, conflicts in responsibility and power, lack of consistency in operational regulations. Efforts have been made to probe into the problem of regulating public transaction markets, achieving considerable accomplishments in reforming the supervising public resource transactions, yet there still are predicaments craving for immediate attention. Stronger and deepened reforms must be carried out with due attention paid to the jurisprudence deconstruction of such reforms, and with reform goals set on establishing a unified and regulated public transaction center, so that the double reform of transaction system and supervision mechanism can be forcefully pushed forward.更多还原
