【摘要】 高校反腐倡廉是一项系统性的工作,必须做系统性的体系安排,构建起整体性、层次性、开放性兼顾的高校反腐倡廉制度体系。高校反腐倡廉制度体系是由若干要素按照一定方式联系起来的,具有特定结构和特定功能的系统,它由权力规范体系、监督制约体系、查办惩处体系、宣传教育体系、预防分析体系和考核评价体系六个子系统构成,这些子系统之间呈现出立体、动态、交互和非线性的结构特征。通过这六个子系统进行系统建设和系统优化,将有力推进高校反腐倡廉制度体系的有效运转,做到预防与惩治、反腐与倡廉、制度与创新的协调发展。更多还原

【Abstract】 Anti-corruption efforts in is a systematic work, and it must be systematically arranged for a holistic, multi-layered and open system. The anti-corruption system consists of a number of components relating to each other in a certain way with specific structures and specific functions, including the system of power regulation, the system of supervision and control, the system of investigating the punishment, the system of propaganda and education, the system of prevention and analysis, and the system of evaluation. The above six sub-systems constitute a system characterized by multi-dimension, dynamism, interaction and nonlinearity.
