【Abstract】 High-level personnel plays an important role in terms of promoting the economic and social development in Lianyungang. To build a compound, practical and innovative high-level talent team, the municipal party and committee and government in Lianyungang have introduced a series of policies encouraging high-leve talents to come to Lianyungang for entrepreneurial innovation including policy introduction, encouragement policy and safeguard policy.
