【摘要】 伴随着事业单位的各项改革,公车改革在事业单位分类改革中遇到了阻碍和瓶颈。尤其是生产经营类和公益类事业单位中的公车改革问题,由于没有明文规定改革标准,使得公车改革在事业单位中进展缓慢,由此导致整体改革效率低下。从民主、管理、协同等角度分析公车改革制度执行过程中的阻碍因素,建立事业单位公车改革分类模型,探索公车改革在事业单位分类情形下的路径选择,这将为减少新一轮车轮腐败以及事业单位的科学管理提供更加细致的理论依据。更多还原

【Abstract】 Along with the institutional change of the authority institution,the vehicle reform in public institution classification reform encountered obstacles and bottlenecks,particularly in the production and business operation and public welfare institutions.There is not a clear stipulation or standard,which makes the reform process slow,resulting in a loss of efficiency of the overall reform.This paper is dedicated to research institution vehicle classification reform,from the aspects of democracy,management and coordination to analyze system implementation obstacle problems,establish classification of institution vehicle reform model,and explore the reform route choice under institution classification,which will provide a more detailed theoretical basis for reducing corruption and for scientific management of the public institutions.更多还原
