【Abstract】 Scientific innovation is the key point of hospital connotation construction, which continues to drive the development of the discipline. A level three general hospital need to rely on scientific and technological innovation to enhance the core competitiveness. Therefore, using scientific research management method and scientific and effective management tools becomes an important topic for hospital management. Since 2011, the application of PDCA cycle in scientific research project management process has achieved certain results and gained the goal of continuous improvement.
