【摘要】 以陕西省青年科技新星计划为例,建立创新型科技人才开发投入产出指标,运用灰色关联分析法对指标进行筛选,并在此基础上运用数据包络分析法对45位青年科技新星的开发效率进行评价。结果显示,创新型科技人才开发的综合效率、纯技术效率较高,规模效率是制约其开发效率的关键。实践表明,运用灰色关联分析法能够得出较为合理的指标,使得数据包络分析法的结论更加准确。更多还原

【Abstract】 Taking Shaanxi province youth science and technology new star plan as an example,the paper establishes the input and output index of exploitation on creative scientific talents,uses grey correlation analysis method to screen index and use data,and uses envelopment analysis method to evaluate the exploitation efficiency about the 45 youth science and technology new stars on this basis. The result shows that the comprehensive efficiency and pure technical efficiency is higher and the scale efficiency is the key to restrict its exploitation efficiency. Practice shows that using grey correlation analysis method can draw reasonable index,which makes the data envelopment analysis conclusion more accurate.更多还原
