【Abstract】 The innovation of science and technology is the core link of implementing product upgrading. The promotion of scientific and technological innovation requires a certain amount of funds for scientific research to provide financial security and manpower support. However,there are some problems in the management of funds for scientific research such as low- efficient allocation,disorder management,illegal use,etc.,which obstructs the technical innovation progress seriously.
