【摘要】 智库兴起于美国为首的西方发达国家,智库评价研究也源于西方发达国家。智库评价方法主要包括定性评价和定量评价,其中智库影响力评价和智库排名是智库评价研究的焦点。大学智库是整个智库体系的重要组成部分,既不同于党政智库,也不同于社会智库,兼有一般智库和大学的一些属性。因此,大学智库评价一方面需要借鉴普遍意义上智库评价研究的成果,同时需要结合高校的独特属性,探索建立高校智库评价方法和指标体系。大学智库评价需要遵循定性评价与定量评价相结合、普遍性与特殊性相结合、系统性与重要性相结合和科学性与可行性相结合等原则。基于大学智库的咨政建言、理论创新、人才培养、舆论引导、社会服务、公共外交等功能以及大学智库的特点,从组织、专家队伍、人才培养、活动、成果、声誉和物质支撑等维度评价大学智库,构建大学智库"八要素"综合评价框架,即:组织机构、专家队伍、人才培养、理论成果、资政成果、学术交流、社会声誉、支撑体系,力图构建大学智库综合评价框架和指标体系,全面评价智库的综合实力和社会声誉。大学智库评价重在自成体系,能够逻辑自洽,勇于面对争议,并逐步加以改进和完善。更多还原

【Abstract】 Think tanks are important support for scientific and democratic decision-making,part of the modernization of national governance system and governance capacity and part of the country’s soft power.The construction and development of think tanks in China is increasingly concerned by the government,society and academia,and are entering into a new stage of development.However,the think tanks do not match with China’s development.Think tank research is just at an initial stage,and the valuation research of think tanks is the most challenging and controversial.Think tanks grew up in the western developed countries,especially the US and so is the evaluation and the ranking of think tanks.The evaluation methods of think tanks mainly include qualitative evaluation and quantitative evaluation while the influence and the rankings are the focus of evaluation studies.In China,scholars mainly learn from the experience of western developed countries,and based on the actual Chinese situations,explore evaluation method and index system of think tanks in China.In practice,think tanks research center of Shanghai Academy of Social Sciences and Chinese social sciences evaluation center of Chinese Academy of Social Sciences and other institutions try to construct the framework and index system of think tanks.They roll out the Chinese think tanks and global think tanks rankings.These are beneficial enlightenment for the development and improvement of the evaluation method,the evaluation framework and evaluation index system of university think tanks.These also provide useful experience for the practice of think tanks rankings.With theoretical research and practice at home and abroad,the evaluation can provide a useful reference for university evaluation research and practice for rankings,but lacks of specific university think tanks.University think tanks are important components of the whole system of think tanks and are different from the party and government think tanks,and also different from society think tanks.University think tanks have some properties of both generally think tanks and universities.Therefore,University think tanks evaluation need to learn from the experience of the evaluation research of the universal think tanks and also need to combine the unique attributes of universities and explore to establish of the evaluation method and index system of university think tanks.This paper presents these principles which the university think tanks evaluation should follow:the qualitative evaluation and quantitative evaluation,universality and specificity of the combination,combination of system and the importance and the feasibility and rationality.The main functions of the university think tanks are consultative political suggestions,cultivating talents,guidance of public opinion,social service and public diplomacy.Based on the functions and the characteristics of the university think tanks,the paper constructs university think tanks " eight-factor" comprehensive evaluation framework,namely:organization,expert team,personnel training,theoretical results,yew achievements,academic exchanges,social reputation and support system.The paper tries to construct a comprehensive evaluation model and an index system of university think tanks,which is a comprehensive assessment of the comprehensive strength and social reputation of university think tanks.Due to the difficulty of think tanks evaluation,any attempts to evaluate university think tanks are vulnerable to a variety of questions.Nevertheless,a bit is better than nothing.Thus,it is important that the University think tanks evaluation can become a system and it can be logically self consistent.Furthermore,it can face the controversy and be gradually improved.更多还原
