【摘要】 鄂尔多斯市是依靠煤炭资源而发展起来的资源型城市,资源型城市的经济发展对资源型产业具有高度的依赖性,随着资源的不断枯竭,资源型城市转型刻不容缓。运用数据包络分析的方法,通过构建计量模型,对2005年——2013年鄂尔多斯市城市转型效率进行分析,得出在2005年提出城市转型和产业升级的背景下,鄂尔多斯市的城市转型效率先升后降,且降幅明显,发展持续呈走下坡趋势。鄂尔多斯市政府应加大政府支持力度,尽快制定产业政策,加强环境治理,大力发展旅游业,促进就业率以及环境的治理和保护。更多还原

【Abstract】 Ordos is a resource- based city relying on the development of coal resources. As the economic development of resource- based cities depends highly on resource- based industries, there is no time to delay for the transformation of resource- based cities with the depletion of resources. By using data envelopment analysis and constructing econometric models, the study analyzes the urban transformation efficiency of Ordos City from 2005 to 2013. It finds out that in 2005 when the idea of urban transformation and industrial upgrading was proposed, the urban transformation efficiency of Ordos rose first and fell latter to a large extent. The development of the city was declining continuously. The municipal government should increase government support, formulate industrial policies as soon as possible,strengthen environmental governance, develop tourism, and promote employment.更多还原
