【摘要】 我国住房公积金制度缘起于破解住房改革困局,是前所未有的制度创新,曾发挥过重要的作用。然而随着环境的变化和时间的推移,其制度功能定位、管理机构性质、制度公平性、制度前提条件均已发生蜕变,逐渐背离设立时的初衷,弊端日渐凸显。其制度归宿有二:一是废弃公积金制度,实行住房补贴工资;二是进行制度重构,祛除制度弊端。更多还原

【Abstract】 Chinese housing accumulation fund system originates from the intention of resolving the problems in the housing reform.The unprecedented innovation system has played important role.Nevertheless,the functional orientation,the nature of management institution,the fairness and the precondition of the system,with environment change and passage of time,has deviated from its incipient intention and the subsequent defects are obvious gradually.There are two ultimate directions of the system.One is to discard the current housing fund system and provide housing-subsidiary salary; the other is to reconstruct the system and remove the defects.更多还原
