【摘要】 公安政策过程主要包括政策的制定与政策的执行。要解决某一公安问题,实现公安工作目标,首先应保证公安政策制定的合理性与合法性,其次才是考虑公安政策的准确执行问题。而公安政策制定机制的构建旨在消除人的随意性,产出同质性的政策。通过分析公安政策制定机制的构成要素和流程机制,探析政策制定机制的工作原理,有助于实现政策制定的科学化、民主化和法治化。更多还原

【Abstract】 The public security policy process mainly includes the policy making and policy implementation. To solve a public security problem and realize the goal of public security work,the rationality and legitimacy of the public security policy should be guaranteed first and then the public security policy should be accurately executed. The construction of public security policy mechanism is designed to eliminate people’s arbitrariness and output the homogeneous policy.
