【摘要】 经济性集聚和非经济性集聚是两种不同性质、不同类型的城市集聚。"北京式集聚"的主要特征就是其不仅具有城市发展过程中一般城市都具有的经济性集聚特征,更在于其还具有其他城市不具有的超强非经济性集聚特征。体现经济性集聚的非首都功能宜转移到京津冀区域内,而体现非经济性集聚的非首都功能则宜更多地转移到京津冀区域外的地区。将北京(包括上海)部分优质高校和优质医院迁移到教育和医疗资源匮乏的地区是实现全国协调发展和共享发展的一种战略路径。更多还原

【Abstract】 Economic and non-economic agglomerations are two kinds of urban agglomeration different in nature and type. The main feature of "Gathering of Beijing-style"is that it not only has the economic characteristics of urban agglomeration that an ordinary city has during its development process, but also in that it has superior non-economic agglomeration characteristics that other cities do not have. Non-capital function reflecting economic agglomeration should be transferred to Beijing-Tianjin-Hebei region,while non-capital function reflecting the non-economic agglomeration is advised to shift more to outside of Beijing-Tianjin-Hebei region. A strategic path of achieving national coordinated development and shared development is to transfer some high-quality universities and hospitals of Beijing(including Shanghai) to areas poor in education and health.更多还原
