【Abstract】 Participating in legislation is a right of citizens in our country. There are obstacles in playing the legal effect of citizens participating in legislation of our country,which leads to the citizens’ indifference to the right. In order to overcome the obstacles,it is necessary to make the nature of the right clear to citizens,analyze the legal status of citizens participating in legislation,and determine the rights( powers) and obligations of the citizens and the legislature.
