供给侧视域下政企校共建一流学科的机制研究

Research on Mechanism to Promote the Construction of First-Class Disciplines Jointly Built by Government,Enterprises and Universities from the Perspective of the Supply Side

【摘要】 一流学科集高校人才培养、科学研究、社会服务和文化传承创新等四大职能为一体,不仅是大学学术地位、核心竞争力的重要体现,还是建设一流大学的基础和前提,更是推动高等教育供给侧改革的生力军和原动力。作为教育公共产品的供给侧,高校应加强与教育公共产品的需求方——政府和企业的合作。完善三方协同共建一流学科的法律、政策保障机制,搭建政企校共建的合作平台,建立健全共建参与机制、人才流动机制以及资源共享机制和风险分担与利益分配机制,共同打造一流学科,提升高等教育水平,以高质量的人才培养、高水平的科学研究、高效能的社会服务回馈社会,为国家与区域经济社会发展提供有力的支撑。

【Abstract】 The first-class disciplines,which play a role in talent training,scientific research,social service and cultural inheritance and innovation,is not only universities’ academic status,an important manifestation of core competitiveness,but also the foundation and premise of building a first-class university,it is to promote higher education supply-side reform of the fresh troops and motivation power. As the supply side of public education,colleges and universities should strengthen the cooperation between government and enterprises to meet the need for public education. It is definitely necessary to improve and perfect three-party collaborations so as to build law and policy guarantee mechanism,to build a cooperation platform of government,enterprises and schools,to establish and perfect participation mechanism,the mechanism of personnel flow,resource-sharing mechanism,risk-sharing mechanism and profit distribution mechanism,all these measures will help build first-class disciplines,promote the level of higher education,feed back the society through high quality of personnel training,high level of scientific research and more effective social services,further providing a strong support for the national and regional economic and social development.
