【摘要】 民国时期的高等教育虽历经种种困境与干扰,但从整体上来讲较好地处理了高等教育"管办评"分离与联动的关系。民国时期的高等教育一般以政府为宏观管理主体,以高等学校为自主办学主体,以政府、学校、社会为多元评价主体;政府对高等教育的"管"以宏观管理为主,高等学校的"办"主要体现为学校拥有相对充分的办学自主权,多元参与之"评"涉及政府督导、校内评议、第三方评价等多种形式;高等教育的"管"、"办"、"评"呈现为主体相对分离与效能积极联动的状态。这可为当代中国高等教育的改革实践提供历史镜鉴。更多还原

【Abstract】 Although higher education in the Republic of China had experienced all kinds of dilemmas and disturbances,the relationship between the separation and interaction of administration,running and evaluation was better handled in the whole.In the period of the Republic of China,administration of higher education generally took the system with the government as the macroscopic management body,the university as the school-running body,and the government,the university and the society as the multiple evaluation bodies;administration from the government took the macroscopic form,running was mainly embodied with relatively sufficient autonomy,and multi-participation in evaluation involved government supervision,university investigation and third-party evaluation and so on.It could provide historical experience for the reform of China higher education.更多还原
