【Abstract】 Government decentralization is the substantial basis of promote the separation of education management,operation and assessment.Accordance with the operation logic of"no decentralization,false decentralization and appropriate decentralization",the separation of education management,operation and assessment is advancing at a very slow pace.In the form of"power delegation or assignment",the government obtain the legitimacy of devolution;in the form of"explicit government education management authority",the government obtain the legitimacy of government intervention;all these nominal legitimacy is the serious system obstacle to restrict the separation of education management,operation and assessment.Therefore,there is still a long way to realize the reasonable separation of education management,operation and assessment.更多还原
