【Abstract】 Heishui Shumo People of Tang Dynasty is an influential tribe in Heilongjiang area. In the early days,it had anflicts with Tang Dynasty. After founding Bohai state,it established good relationship with Tang. And Tang set up Boli state,Heishui,Heishui mansion and sent the Changshi to control it.
